What is One Nation One Ration Card?

"One nation one ration card" initiative taken by the central government with the help of state government or UT which is an official document by which eligible beneficiaries would be able to avail their entitled food grains or other necessary stuff under the National Food Security Act (NFSA) from any fair price shop in the country. The scheme was announced in June' 2019.

A standard format of ration card has been prepared in the same format which is used by different states.For national portability, the state governments have been asked to issue the ration card in the bi-language format, wherein besides the local language, the other language could be Hindi or English.
The states also have been told to have a 10-digit standard ration card number, wherein the first two digits will be state code and the next two digits will be running ration card numbers. Besides this, a set of other two digits will be appended with ration card numbers to create unique member IDs for each member of the household in a ration card.

Which states already implemented this one nation one ration card concept?

Andhra Pradesh, Telangana, Gujarat, Maharashtra, Haryana, Rajasthan, Karnataka, Kerala, Madhya Pradesh, Goa, Jharkhand and Tripura are 12 states where ration card portability has been implemented.
Further Ram vilas paswan Union Minister of Consumer Affairs, Food & Public Distribution announced 5 more states Bihar, UP, Punjab, Himachal Pradesh and Daman & Diu have been integrated with One Nation One Ration Card System. On 1st January 2020, 12 States were integrated amongst each other and now 17 States are on Integrated Management of PDS.

Who will get more benefit by this One Nation One Ration Card?

As you might aware of that nowadays amid lockdown due to Covid-19 the most problems facing by the migrants labour. Migrants labour means those people who left their state for the purpose of earning income. If we are talking about the previous scenario in which migrants labour only can get Ration from their states only. But in this new scheme "One Nation One Ration Card" these Migrants can get ration even from another state who comes under this scheme. As we know that around 17 states already integrated each other with this scheme "One Nation One Ration Card".

Hence the most beneficial would be those people who are working in the other state. They can get Ration even from other states as well.This scheme will help to reduce death which arises due to Starvation.

Whether new Ration card would be issued to Ration card holder?

As you might aware of that some fake news was spread previously that new Ration card will be aloted and existing Ration Card would non usable. In this regard PIB Factcheck clearly stated that "A is doing the rounds of Social Media that new ration cards will be issued for the One Nation One Ration Card Scheme: Old ration cards will remain valid throughout the nation. No new ration cards are being made for the One Nation One Ration Card Scheme!!! "

Under the National Food Security Act,2013 all state governments in India have to identify households that are eligible for purchasing subsidized food grains from the Public Distribution system and provide them with ration cards.

Now two types of Ration card are under NFSA.
1. Priority Ration Card- Priority ration cards are issued to households that meet the eligibility criteria set by their state government. Each priority household is entitled to 5 KG of food grains per member.

2. Antyodya(AAY) ration cards are issued to "Poorest of poor" households. Each AAY are entitled to 35KG of food grains.

One Nation One Ration Card scheme which will allow portability of food security benefits, will be available across the country from July 1, 2020.
This means poor migrants workers will be able to buy subsidised rice and wheat from any ration shop in the country, so long as their ration cards are linked to Aadhar.

Hence we can conclude that no such new ration card will be issued rater just their existing Ration card would be linked to Aadhar card.

Issue may be comes under One Nation One Ration Card

1. Some States may not willing to comes under this scheme.

2. One Nation One Ration card concept is based on Aadhar linked which may be the reason for its defeat. Because still now in India all resident are not having Aadhar Card.

3. When free food grains distributed to poor people Rs1 or 2 charged by State or Central Government. Central Government and State Government may come under dispute to charge such price from Poor people.
